It isn't just bid price alone which affect the positioning of your ads. You might have put in the highest bid for a keyword, but if Google judges the quality of your ad and landing page to be low, then someone else who bid less money might nevertheless get the top spot.
One of the factors google uses to determine quality is the download speed of your landing page.
